Pakistan Tax Outlook 2027-28: What Freelancers and SMC-Private Owners Should Plan For

The Federal Board of Revenue's 2026-27 budget reinforced two pillars that will carry into 2027-28: aggressive filer-vs-non-filer rate differentiation, and continued incentives for IT and export earnings. For freelancers, SMC-Private company owners, and salaried professionals earning in USD or AED, understanding what the FBR is likely to change in June 2027 lets you plan the next year's structure.

Filer vs non-filer: the gap keeps widening

The 2026-27 budget raised multiple non-filer withholding rates (property, dividends, vehicle registration) while keeping filer rates largely unchanged. This is a deliberate policy to force registration into the tax net. 2027-28 is expected to continue:

  • Non-filer withholding on dividend income (up to 30% in 2026-27) likely held or raised.
  • Non-filer withholding on cash withdrawals (currently 0.6%) possibly extended to new categories.
  • Property transaction withholding (currently 5% non-filer vs 2% filer) likely held or expanded.

If you're a freelancer or small business owner not currently on the ATL (Active Taxpayer List), the cost of staying off it keeps rising. Filing a return — even one showing minimal taxable income — gets you ATL status and the lower withholding rates.

IT export earnings: the 0.25% final tax continues

The 2026-27 budget kept the 0.25% final tax rate on IT and ITeS export earnings routed through PRC (Proceeds Realization Certificate) channels. This is the single most important tax relief for Pakistan freelancers and software companies earning in USD. 2027-28 is highly likely to continue it — the IT export sector is a political priority with strong Ministry of IT and Ministry of Finance backing. Watch for possible changes to:

  • The categories eligible (currently narrow; may expand to more digital services).
  • Required PRC format and verification. Expect more paperwork, same rate.
  • Interaction with the Export Facilitation Scheme and digital exporter licensing.

Super-tax on SMC-Private directors

The super-tax, originally introduced as a 'one-off' in 2022, is now a permanent fixture at 10% on income above Rs 500 million. For SMC-Private company directors drawing high dividends, this is politically exposed every budget. 2027-28 could see:

  • The threshold lowered (currently Rs 500M; could drop to Rs 300M).
  • The rate raised (currently 10%; could rise to 15% or 20%).
  • The base broadened to include undistributed company profits.

If any of these happen, SMC-Private directors who have been accumulating profits for later distribution would face a larger retrospective hit. Plan dividend timing with awareness of this risk.

Wealth and asset reporting

The 2026-27 budget introduced simplified wealth statement forms for salaried filers and tightened foreign asset reporting. 2027-28 is expected to extend the trend:

  • Automatic reporting from banks and brokerages (CRS-adjacent) likely to be introduced for the 2027-28 filing cycle.
  • Foreign asset non-disclosure penalties expected to be raised.
  • Cross-reference between vehicle, property and NTN records tightened further.

What this means for 2027-28 planning

If you're a freelancer or small business owner in Pakistan, the three things to lock in before 1 July 2027:

  • Make sure you're on the ATL for 2026-27 by filing your return. The filer-rate advantage keeps growing.
  • If you earn in USD/AED, route payments through PRC-eligible channels. The 0.25% final tax is the single largest tax benefit available.
  • If you're drawing dividends from an SMC-Private company, assess whether to accelerate or defer distribution based on your super-tax exposure risk.

Questions people ask

Will Pakistan tax rates rise in 2027-28?
Non-filer rates almost certainly. Filer rates likely held or modestly adjusted. Super-tax on high incomes is the political wild card.
Is the 0.25% IT export final tax continuing in 2027-28?
Yes, highly likely. The IT export sector is a budgetary priority and the final tax regime has been reaffirmed in every budget since 2019.
Should I register as a filer before 2027-28?
Yes. The filer-vs-non-filer gap keeps growing, and ATL status gives you lower withholding on dividends, property transactions, cash withdrawals and vehicle fees.
What's the super-tax threshold in Pakistan?
Currently Rs 500 million of income in 2026-27, at 10%. The 2027-28 budget is politically exposed to lowering the threshold or raising the rate.
Do foreign assets have to be reported on the Pakistan tax return?
Yes. Non-disclosure penalties were tightened in 2026-27 and are expected to tighten further in 2027-28 as automatic reporting from banks is introduced.
